 We offer the following to our contractor members, and to affiliated unions.

Pre-bid Conferences
The CLC negotiates contract modifications with the various crafts, such as wage freezes, composite crews, and waiver of show-up time, enabling our members to be competitive and successful.

Settlement of Disputes
When disputes arise between contractors and unions, the CLC, working with the parties, strives to settle disputes in a timely and fair fashion.  The cooperation of all parties working together to settle disputes promptly and in a mutually acceptable manner has minimized the need for dispute arbitration.

Pre-Construction Forums
The CLC arranges meetings with union and contractors representatives to review manpower needs, and other potential issues that can create problems on the job site.  This resolves potential problems prior to the start of a construction project.

Quarterly Labor-Management Conferences
CLC arranges quarterly labor-management conferences that are sponsored by the CLC, the West Virginia Heavy & Highway Construction Industry Fund, and affiliated unions.  These events give both groups an informal setting to renew relationships, establish contact with new members and union representatives, as well as state and industry officials.

Membership Directory
Every year the CLC publishes its Membership Directory, listing all Contractor and Associate members, and Unions as well as many other listings. This directory is a valuable tool for locating a company, service, or person with whom you want to do business.

Government Liaison
The CLC’s administrative staff closely monitors state and federal developments regarding proposed regulations and legislation.  The staff (certified lobbyists) makes recommendations and offers its expertise on behalf of the industry.

Contracts
The CLC negotiates and interprets the West Virginia Heavy & Highway Agreement for member personnel, industry estimators, payroll personnel and project supervisors who need timely, accurate answers involving project labor personnel. The CLC provides to each member and craft updated contract books complete with rates and benefits.

Please take advantage of this website.  This site is continuously updated and provides a variety of useful information, including, bid results, links to various state and federal sites, downloads for forms and contracts and event information, just to name a few things.

Contractor Member Requirements:
1.  Must be signatory to, or willing to become signatory to a heavy, highway, utility and railroad labor agreement with one or more of the following crafts: Carpenters; Cement Mason; Ironworkers; Laborers; Operating Engineers; Painters; and/or Teamsters; and
2. Engaged in heavy, highway, utility and/or railroad construction work.

Membership is subject to approval by a majority vote of the CLC Board of Directors.
